A barrier you control is always an opportunity to extract wealth from your subjects who need to cross your boundary. The advertised reason for your control of your made up boundary is that you want to stop bacteria (mommy motherland nurturing variant), the real reason is that you want to extract wealth from your tax subjects.

As long as you say you are not interested in profits like those greedy companies, the tax subjects are likely to believe your advertising while remaining suspicious of company advertising. Fear and indoctrination at a young age are essential ingredients to make this thing work.
