Extracting wealth form the tax slaves is all about obtaining obedience at minimal costs. This means the traditional enslavement with a fence and guards is sub optimal. Not only do slaves produce less when they are aware of their enslavement, the guards, guns and fences mean you have extra costs and have to share the extracted wealth with others.

That is why the cheapest way of getting compliance form the tax slaves is to bring them back to their infant state while emphasizing they ought to be happy they are free. To do this the government ought to disguise itself as parent. The arbitrary territory of the ruler obtained by past war and conquest, will therefor be named the motherland. The state also has to take on a motherly role. It can do so by taking on caring functions for the poor, weak and helpless. The state has to appear a source of nurture, where the helpless can suck the tit of the state.

The subject is born into a family by no choice of his own, like he is born in 'his' motherland by no choice of his own. The natural authority of the parent over the child can be used to make him show obedience as an adult to the people claiming to act for the motherland. If you want to suck the tit, you have to be a good boy. The 'state as mother' variant is best used in conjunction with the 'dad has rule enforcer' variant.

This means extra costs, but it pays itself back many fold. Off course the costs of these programs are loaded on the back of the tax slaves themselves. Contributions to nurture functions are mandatory and independent of the results obtained, so funds can be spend with more liberty and contributions will never dry up.
